The President has officially declared a national emergency to address the United States' inadequate energy infrastructure and supply, which threatens national and economic security. The order attributes the crisis to prior policies and outlines measures to strengthen domestic energy production, transportation, refining, and generation capacity.


Currently, the U.S. energy supply is insufficient to meet national needs, creating high energy costs, economic strain, and vulnerabilities to hostile foreign actors. Reliable domestic energy is critical for manufacturing, agriculture, defense, and innovation.

  1. Emergency Measures: Federal agencies are directed to take decisive actions to address the energy crisis. This includes using all lawful authorities to expedite energy projects. Emergency fuel waivers should be employed, and federal eminent domain may be considered if necessary.
