Building a Stronger Wyoming: Starting with Permitting Reform

At the Wyoming Chamber, we believe in the power of business to build stronger communities, drive innovation, and shape the future. But even the best ideas stall without the right tools. Right now, Wyoming’s permitting system is holding us back.
This challenge isn’t just unique to Wyoming; it’s a nationwide issue. This month, House Leader Steve Scalise stated, “We want to see permitting reform this fall,” and emphasized the need for bipartisan support. We couldn’t agree more, and we’re taking action to make that happen.
Through our active role in the Permit America to Build coalition and our own statewide initiative, Permit to Prosper, we are championing a clear message: Let business build. Wyoming’s businesses are ready to invest, innovate, and grow. But we need modern, streamlined permitting processes that help, not hinder, progress.
WY Reform Matters
The U.S. Chamber has long highlighted the critical need to increase investment in America’s infrastructure. The American Society of Civil Engineers graded our nation’s infrastructure a “C-” grade in 2021, reflecting poor condition and massive work still required.
The Infrastructure and Jobs Act (IIJA) represented the first significant federal effort in decades to reverse this underinvestment, plugging millions of dollars into infrastructure investment across the country.
However, the problem still remains: permitting delays stall progress. Across all industries, from energy and housing to highways and broadband, lengthy permitting delays are stalling opportunities. Projects that should take months to approve are stuck for years, caught in excessive reviews, interagency gridlock, and legal uncertainties. This is more than inefficient, it’s a missed chance for economic growth, workforce development, and stronger communities.
