The $580 Billion Road Bill Just Cleared a Major Hurdle — Here's Where It Stands

Back in April, we covered the federal surface transportation fight and what was at stake for Wyoming roads, bridges, and freight corridors. Last week that fight moved forward in a significant way.


On May 22, the House Transportation and Infrastructure Committee approved the BUILD America 250 Act by a vote of 61 to 2 — a bipartisan margin that reflects broad agreement in Washington that this legislation needs to move.


Here's what the bill does, what it means for Wyoming, and what still has to happen before it becomes law.


What the BUILD America 250 Act Is


The BUILD America 250 Act is a five-year, $580 billion reauthorization of federal surface transportation programs covering roads, bridges, transit, freight, and rail.


It is designed to replace the current Infrastructure Investment and Jobs Act, which expires September 30, 2026. That deadline applies whether or not a replacement is ready — meaning the clock is running regardless of where negotiations stand in the fall.


The committee approved the bill after a fifteen-hour markup session in which members considered more than 100 amendments. The near-unanimous vote reflects how much urgency both parties are attaching to getting this done.


What Wyoming Stands to Gain


Wyoming received $1.8 billion in federal highway and bridge investment under the current law — a 26 percent increase over the program it replaced. The BUILD America 250 Act would continue and build on that federal commitment.


The state has 218 bridges and more than 380 miles of highway currently in poor condition. Wyoming covers enormous distances with a relatively small population and a limited state tax base. Federal transportation dollars are not supplemental here — they fund a substantial portion of what keeps the state's road network functional.


The new bill also includes what supporters are calling the largest federal bridge investment in history, more than $50 billion dedicated to bridges nationwide, and provisions to cut red tape on project approvals and give states more flexibility over their own priorities.


What Still Has to Happen


Clearing committee is one step in a longer process. The bill still needs a vote by the full House, Senate passage of its own version, reconciliation between the two chambers, and a presidential signature — all before the September 30 deadline.


The Senate is working on its own reauthorization proposal, which means the final version could differ from what the House committee approved. Wyoming's congressional delegation will play a role in shaping what survives that process.

Every freight haul on I-80, every energy equipment move across the basin, every contractor hauling materials to a job site runs on infrastructure that federal dollars help maintain. The BUILD America 250 Act represents the most significant federal transportation investment in years.
