Building a Stronger Wyoming, Starting with Permitting Reform

Wyoming has the land. The resources. The will. What we need is a system that lets us use them—before opportunity passes us by.​ Permit to Prosper is a statewide call to modernize our permitting and regulatory processes so that businesses can build faster, communities can grow stronger, and Wyoming can lead in a fiercely competitive global market.​

The Need for Permitting Reform

At the Wyoming Chamber we believe in the power of business to build stronger communities, drive innovation, and shape the future. But even the best ideas stall without the right tools. Right now, Wyoming's permitting system is holding us back. This challenge isn't just unique to Wyoming; it's a nationwide issue. In July, House Leader Steve Scalise stated, "We want to see permitting reform this fall," and emphasized the need for bipartisan support. We couldn't agree more, and we're taking action to make it happen.

Through our active role in the Permit America to Build coalition and our own statewide initiative, Permit to Prosper, we are championing a clear message: Let business build. Wyoming's businesses are ready to invest, innovate, and grow. But we need modern, streamlined permitting processes that help, not hinder, progress. 

​

The U.S. Chamber of Commerce has long highlighted the critical need to increase investment in America's infrastructure. The American Society of Civil Engineers graded our nation's infrastructure a "C" grade in 2025, reflecting poor condition and massive work still required. The Infrastructure and Jobs Act (IIJA), passed back in 2021, represented the first significant federal effort in decades to reverse our nation's underinvestment in infrastructure, but more is still required.

However, the problem still remains: permitting delays stall progress. Across all industries, from energy and housing to highways and broadband, lengthy permitting delays are stalling opportunities. Projects that should take months to approve are stick for years, caught in excessive reviews, interagency gridlock, and legal uncertainties. This is more than inefficient, it's a missed chance for economic growth, workforce development, and stronger communities.​​

How We Build Momentum

Your Wyoming Chamber is standing up for permitting reform guided by four core principles:

  1.  Predictability so businesses can plan and invest with confidence

  2.  Efficiency to cut red tape and streamline projects 

  3.  Transparency to build trust and accountability

  4.  Stakeholder input to reflect community needs

These principles aren't partisan, they're practical. And they're critical to Wyoming's continued growth and America's future. 

​

Now's the time to build on momentum. It's time for Congress to recommit, reinvest, and recognize that infrastructure isn't a cost, it's a catalyst. As we continue forward, we're working directly with Members of Congress to ensure Wyoming's voice is heard.
