Trump Administration’s AI Action Plan: A Bold Step Toward U.S. Global Leadership

The Trump Administration has released a sweeping AI Action Plan designed to secure America’s global leadership in artificial intelligence. This 28-page roadmap lays out more than 90 action items and three executive orders focused on accelerating innovation, expanding infrastructure, and strengthening international AI diplomacy. Key actions include fast-tracking federal permitting, boosting U.S. AI exports, and banning the use of partisan or ideologically biased AI systems within the federal government.


The U.S. Chamber of Commerce has voiced strong support for the plan, applauding its forward-looking approach to removing regulatory barriers, revitalizing semiconductor manufacturing, modernizing the power grid, and advancing American AI innovation. Executive Vice President and Chief Policy Officer Neil Bradley called it “a roadmap to unlock AI’s full potential across all sectors.”


While the plan presents a bold vision for American innovation, it leaves several important challenges unresolved. Notably, it offers no clear solution for resolving state-level regulatory discrepancies, nor does it fully address issues like copyright in AI training data or commercial use of foreign-made semiconductors in non-defense sectors. Instead, it defers some legal questions to the courts and emphasizes flexibility tied to federal funding.


Despite these gaps, your Wyoming Chamber of Commerce supports the plan as a critical first step toward reinforcing America’s technological leadership. However, we underscore the urgent need for a cohesive, nationwide AI policy framework. A patchwork of conflicting state laws and regulatory overreach will only stall progress. Businesses need clarity, consistency, and confidence to invest in and deploy AI tools at scale.
